Who We Are

The Better Bike Share Partnership is a collaboration funded by The JPB Foundation to build equitable and replicable bike share systems. The partners include The City of Philadelphia,  the National Association of City Transportation Officials (NACTO) and the PeopleForBikes Foundation.

Our team is made up of a dynamic crew with expertise in community building, nonprofit management, transportation and policy, and much more. Get to know us!

Aminah Ricks – Senior Manager, Capacity Building.

Aminah (she/hers) is an architect, urbanist, and writer who created Future Planners in order to include and empower children in the process of improving our cities. She helps schools, public and private institutions, NGOs, and governments in the US, Europe, and Asia recognize the benefit of embracing the unique perspective and experience of children in the city design process, including consultation on the “Designing Streets for Kids” guide.

As the Senior Manager, Capacity Building at NACTO, Aminah steers the efforts for the Transportation Justice Fellowship, leading the strategy for this curricular opportunity that trains city transportation professionals to advance sustainable and just design and policy in a more representative mobility field.

A passionate advocate for walkable and bike-friendly cities, she puts her feet where her views are every day of the week. She lives with her husband and their young daughter.

Camille Boggan - Program Associate

Camille (she/her) is a lover of cities and a passionate champion of racial justice and gender equity in urban and transportation planning. Prior to joining NACTO, Camille was a policy analyst at a mission-driven financial institution where she used data to inform policy interventions addressing access to child care and food insecurity in the Mid-Atlantic region.

At NACTO, Camille provides her research and data expertise for papers and publications, including the annual Shared Micromobility in the U.S. and Canada Report. She received her Master’s in City Planning from the University of Pennsylvania, where she conducted research on bike lane safety metrics, accessible wayfinding in transit stations, and disparities in public transit access for women in Philadelphia.

Outside of work you’ll find Camille deep in the racks of her favorite vintage stores, journaling in the Rodin Museum gardens, or finding the best ways to get to the beach without a car.

Cary Bearn — Senior Program Manager

Cary (she/hers) manages NACTO’s biking and shared micromobility work. Her background is in “plangineering” with a dual master’s degree from Georgia Tech in City Planning and Transportation Engineering. Prior to joining NACTO, Cary was the Chief Bicycle Officer at the City of Atlanta and leverages this on-the-ground experience to organize the annual BBSP roundtable. This annual series creates space for experts managing shared micromobility programs to share best practices and challenges in building, maintaining, and operating equitable programs.

Cary lives with her wife in Atlanta and loves traveling and exploring cities by bike.

Fielding Hong - Senior Manager, Field Building

Fielding (he/his) has worked at the intersections of education, art and design, civic engagement, and social justice. Most recently, he was the Senior Youth Education Program Manager at the Center for Urban Pedagogy (CUP), where he directed strategy for civically-engaged, project-based learning programs.

He holds a B.A. in Film Studies from Wesleyan University, a teaching degree from the University of Pennsylvania, and a Master’s in Culture and Gender Studies from Yonsei University in Seoul, South Korea. As a senior manager on the Field Building team at NACTO, Fielding supports curricular opportunities that train city transportation professionals to advance sustainable and just design, policy, and organizational culture.

When he’s not working he’s taking photos, playing recreational volleyball, or searching for the perfect chip.

Meghan Alvarez - Transportation Engagement Coordinator

Meghan (she/hers) is the transportation engagement coordinator for the City of Philadelphia’s Managing Director’s Office of Transportation, Infrastructure and Sustainability. In this role, she manages Indego bike share’s community outreach initiatives, and programming. She’s also piloting the city’s first Vision Zero Community Ambassadors program to raise awareness about traffic and pedestrian safety initiatives.

Prior to joining the City of Philadelphia, Meghan was the project implementation manager at MIT’s Community Innovators Lab, managing research projects on economic justice strategies for low-income BIPOC communities in the Bronx and Brooklyn, New York.

Meghan is passionate about the intersections of transportation, urban planning, and racial justice, and in her free time, she is typically cycling or watering plants.

Odochi Akwani - Writer and Content Manager

Odochi (she/hers) is BBSP’s writer and content manager. She comes with a passion for storytelling and community engagement. With a Bachelor of Journalism from the University of Nebraska Lincoln, Odochi has honed her skills in crafting compelling narratives and managing digital content across various platforms.

Odochi also freelances as a Communications Specialist at the African Family Health Organization (AFAHO), creating impactful content to tell the story of the nonprofit’s work with the African and Caribbean immigrants in Philadelphia. Prior to her work at AFAHO, Odochi served as a Marketing Manager and Producer at Rabble Mill, where she produced content aimed at engaging young adults in journalistic storytelling and civic engagement.

Tangier Barnes Wright – Deputy Director of Shared Micromobility

Tangier (she/hers) is a self-described environmental justice enthusiast. After graduating from the University of Colorado Denver with a Master’s Degree in Urban and Regional Planning, she has spent the last 12 years working on the ground, serving lower-income and communities of color in Denver. Notably, she’s helped achieve equity in the built environment by creating safer access to the South Platte River Trail, and by managing a resident-led brownfield to park project.

As the deputy director of shared micromobility
at BBSP and PeopleForBikes, Tangier helps manage PeopleForBikes’ participation in the Better Bike Share Partnership. She brings with her more than a decade of project management and community engagement experience, plus extensive knowledge of non-profits and local government. She is honored to be supporting communities across the nation with their efforts to create equitable bike share and micro-mobility systems. What she loves most about her work is the opportunity to engage with diverse groups of people in their neighborhoods, especially while riding bikes.

In her free time, you’ll find Tangier cruising her Denver neighborhood alongside her husband and two toddlers, as well as riding with her parents in Northern Colorado every chance she gets.

Waffiyyah Murray – Indego Program Manager

Waffiyyah (she/hers) is a nationally recognized expert in the realm of transportation equity with a background in nonprofit leadership and youth development. She has presented at several national conferences and provided technical assistance to numerous bike share and micromobility systems working to incorporate equity within their work. As the Education Program Manager for the Bicycle Coalition of Greater Philadelphia, she coordinated its Safe Routes to School program, a national initiative promoting safety and physical activity in school-age children through walking and biking.

In her former role as the Better Bike Share Partnership Program Manager for the City of Philadelphia, Waffiyyah worked to address barriers to the use of Indego bike share for individuals with low income and BIPOC communities, while increasing equitable access in micromobility systems worldwide. In her new role as Indego Program Manager, Waffiyyah is responsible for oversight, planning, and management of the City of Philadelphia’s bike share program and the relationship between the city and Bicycle Transit Systems, Indego’s contracted operator.

Waffiyyah currently serves as a NABSA board member.
